    • In this episode of Through the Oculus, Heather Allman and Tyme Ferris sit down with Audrey Johnson, Executive Director of the Maryland Office of Social Equity, to explore what real cannabis equity looks like when it moves beyond slogans and into structure.

       

      Audrey explains how Maryland is approaching social equity through licensing, technical assistance, procurement support, cross-agency coordination, community reinvestment, and long-term ecosystem building. The conversation highlights how trust, transparency, and thoughtful design can help entrepreneurs move from access on paper to actual opportunity in practice.

    • One of the most compelling parts of this conversation is that Audrey never describes equity as a one-time correction. She describes it as an ongoing structure: something that has to be staffed, coordinated, communicated, and evolved over time. That framing matters. Too often, social equity in cannabis is treated like a licensing category or a public-facing promise, but Audrey keeps returning to the harder truth: if people are going to thrive, the system around them has to function. That means procurement access, real relationships with agencies, reinvestment that reflects actual harm, and enough visibility that communities can see cannabis not as an abstract controversy, but as a real economic and civic ecosystem.
